This committee (previously called "Council Committee") replaced the Strategy, Finance and Regulatory Committee and the City Services Committee from 1 July 2011.

Terms of Reference

To formulate the strategic direction(s) of the city and Council and to manage the financial and corporate governance arrangements of Council.

To promote public health and safety, community protection and environmental quality through effective and efficient administration of Council’s regulatory responsibilities, emergency management responsibilities and environmental policies and programmes.

To develop and oversee a sound physical infrastructure for the City, including policy, planning and evaluation of performance.

To formulate policy, planning and evaluation of performance in activities that foster recreation, landscape, arts, culture and heritage, community development and identity.

Scope of Activity

  • Strategic policy and planning formulation consistent with the principles of sustainable development “quadruple bottom line” (economic, social, environmental and cultural) accountability
  • Initial consideration of proposals that come under the Council’s “Significance Policy”
  • Advocacy on matters pertaining to strategic directions
  • Development and monitoring of economic development and employment strategies
  • Development and monitoring of the Long Term Plan and its policies, and Annual Plans
  • Triennial Agreement with other territorial authorities in the region and the Greater Wellington Regional Council
  • Development and monitoring of financial policies and overall financial performance, including expenditure, contract compliance and negotiations
  • Corporate risk management, including internal audit, external audit relationships
  • Governance processes, including electoral matters
  • Purchase and disposal of Council property
  • Council ownership and capability issues (monitoring the long term health of the organisation, including investment in people, information and communication technologies)
  • City promotion and communication
  • Statutory administration of the District Plan
  • Resource Management Act administration
  • Building control
  • Environmental health
  • Regulatory policy and administration of regulatory functions (e.g. Gaming, Sale of Liquor Policy)
  • Environmental policies and programmes
  • Environmental action plans
  • Animal control

  • Hearing and determining public hearings under the Sale of Liquor Act, Dog Control Act and hearings related to road stoppages by the same process of using accredited Councillors.

  • Implementation and monitoring of strategies in health, housing and education
  • Civic awards and Mayoral Certificates of Recognition
  • Administration of Council's grants programmes
  • Development and facilitation of cultural, recreational, sporting, education and business exchanges between Porirua City and its Sister Cities and other international links
  • Cemeteries and burials
  • Community halls and housing (including Gear Homestead and Moana Court)
  • Advocacy for established policies of the Council relating to recreation, cultural, community and social wellbeing of the City

Power to Act

That Te Komiti be delegated authority to make decisions as follows:

  • Approval of projected variances (for operating expenditure, operating revenue, non-operating outgoings and non-operating receipts) reported in the quarterly results against the Annual Plan reports.
  • Dog Control Act 1996: Responsibility to consider objections and make decisions under sections 22, 26, 31, 55, 70 and 71 of the Dog Control Act 1996 (amended).
  • Sale of Liquor: The delegated authority of powers, duties and discretions as detailed in section 100 of the Sale of Liquor Act 1989 (as amended).
  • Disbursement of funds from the Community Development Fund, the Community Outcomes Fund, the Regional Emergency Services Fund, and the Sister City Exchange Fund.
  • Determination of applications for funding from the Shared Responsibility Scheme in accordance with adopted guidelines
  • Decisions on matters arising from hearings under the Reserves Act
  • Approval of the allocation of civic awards
  • Resource Consents: Resource Management Act 1991: Pursuant to Section 34 of the Resource Management Act 1991, the Porirua City Council delegates the following functions, powers and duties under the Act to the Council Committee or any successor in name with responsibilities for Resource Management Act Functions (including the powers of delegation confirmed by Section 34A of that Act).
