Operative District Plan Change 7 - Wind Farms

Overview

Porirua City Council has notified Plan Change 7 to the District Plan to include a regulatory framework for the management of commercial scale wind energy generation.

The plan change involves nine amendments to the District Plan, which are detailed in the Plan Change.

Background

The notified plan change was initially proposed on 22 September 2007.

107 submissions and 25 further submissions were received and the hearing of these concluded on 21 September 2009. The hearing panel’s recommended decision was adopted by the Council, along with reasons for accepting or rejecting the submissions and further submissions (as the case may be). This decision was publicly notified on Friday 5 March 2010.

Two appeals to the Council's decision were received, and these were heard in September 2012. The Environment Court released its decision on the appeals from the New Zealand Wind Energy Association and Mighty River Power on 8 October 2012. With the exception of a couple of further amendments to the Council's March 2010 decision, Proposed Plan Change 7 has been largely upheld by the Environment Court.

The Council declared Plan Change 7 to be operative on 4 February 2013.
