What is the District Plan?

The Porirua City District Plan is a document that provides for change, development and use of the environment, while protecting and safeguarding it for future generations. It sets a framework of rights to using the environment and imposes obligations to protect it. Council is required to prepare such a Plan by the Resource Management Act.

Rolling Review of District Plan

Since 2002, Council has been undertaking a Rolling Review of the District Plan. This review has been focused on reviewing issues associated with enhancing the overall effectiveness and efficiency of the Operative District Plan.

In recent years this has further developed to take on substantive structural issues within the current District Plan, which has led to existing District Plan programmes such as the Rural Review, and current Proposed Plan Changes such as the Proposed District Plan Change for Recreation and Open Space.

Needs have been identified through this programme to develop some broader initiatives and programmes to strategically guide decisions around how the city should locally develop and grow in the long term. An example of this type of project is the Porirua Development Framework and the City Centre Revitalisation Plan. Although not strictly forming part of the District Plan, they provide some of the high level thinking on the review of the District Plan.

As part of the research necessary to progress the District Plan review many specific projects are being progressed, that provide the data, background and reasoning for some of the changes to the District Plan that will occur as a result of the Rolling Review.

Council’s rolling review programme is expected to be completed in 2016/17, with the public notification of a fully reviewed document for submissions and hearings.
