Onsite Wastewater Systems (including Septic Tanks)
This page explains the legal situation requirements regarding onsite wastewater systems and their management (including septic tanks) and how Porirua City Council is working with property owners to ensure their systems comply with various legislations and are maintained.
Onsite Wastewater Systems must be licensed
If you have an onsite wastewater system e.g. septic tank, pump station or holding tank it must be licensed. All onsite wastewater systems are required to have a management plan. Modern systems may have existing management plans in place; however all systems require these to be in place and this may take some systems longer to become compliant – this will be managed through working with individual property owners and the placing of conditions on individual licenses.
Besides being unsightly and unpleasant onsite wastewater systems that do not function as per manufacturers specifications can endanger public health and the environment.
Onsite Wastewater Systems licensing process
1. Each individual system is required to have a separate application form completed. If you need another copy please phone for a copy to be mailed to you, or you are able to download a copy from this site by clicking the link below, or you can collect an additional form from the Porirua City Council, Cobham Court, Porirua.
2. Help to complete filling out forms can be obtained from your systems' maintenance contractor or an authorised person.

- $90.00 per licence (incl. GST). Council passed the fee for the Onsite Wastewater at the meeting on 23 June 2010 item number 344/10. Council passed by resolution on 23 February 2011 that the administration fee not be charged (under the bylaw for all existing systems) for the first licensing period provided that the completed initiial application form for the Licence and Ceertificate of Fitness were received by 1 April 2011. All applications received after 1 April 2011 are required to pay the licence fee.
