Legislative welfare standards for keeping dogs

The New Zealand standards for dog and animal welfare and safety are set in legislation by the Animal Welfare Act 1999.

Dog owners have dog welfare responsibilities under the legislation

Under the Animal Welfare Act 1999 a dog owner is required to ensure:

  • The physical health and behavioural needs of their dog or dogs are met in accordance with good practice and scientific knowledge; and
  • Their dog or dogs receive treatment to alleviate unreasonable and unnecessary pain or distress.
